Sri Lanka to recommence the Dual Citizenship

Jan 01, 2015 (LBO) - Sri Lanka’s cabinet has granted approval to recommence the Dual Citizenship which had been temporarily suspended during the end of 2011 has been reinstated from today, official of Ministry of Defence and Urban Development said at the briefing yesterday.
The granting of Dual Citizenship will be in force from 31st of December 2014.

The approval was given due to various requests made by the expatriate Sri Lankans living in foreign countries, as they have expressed their willingness to come and live here permanently and invest their money and also to send their children to state schools here.

Additional Secretary (Civil Security & Development) of the Ministry of Defence and Urban Development Damayanthi Jayaratna said, that the new process of granting Dual Nationality involves two steps which is to receive applications through the respective diplomatic missions with the authentication of the High Commissioner or Ambassadors of the local missions abroad as the first step.

The eligibility of the applicant should be certified by them she said. Then a cabinet approval special committee will look into the suitability of the applicants and authenticity of the documents produced by the applicants.

Based on that and the Head of Mission's recommendation the committee will proceed to the second stage.

In the second stage the applicants are required to face an interview with the committee and then the committee will recommend the applicant's eligibility and forward it to the President who is the Minister of Defence for his approval.

Through this process successful applicants will be granted Dual Nationality straight away, Jayaratna said.

Formerly the process was to grant a five year Permanent Residency Visa and thereafter grant the Dual Citizenship.

Shakker, Children born to Sri Lankan parents are not denied SL citizenship even if they are born abroad. If the parents have obtained foreign citizenship then the children would have citizenship of that country. There is no human rights violation here. Dual citizenship can be implemented only with 10 countries where it is allowed and have reciprocal arrangements with SL. Some countries (for example, Denmark, India etc) do not allow dual citizenship

Denying Citizenship to Sri Lankan who are born in foreign countries is fundamental human right violation by Sri Lankan Government. Every Sri Lankan has the right to have dual or multiple nationality whatever the race.
